Title I at Foster School Our Goal: Title I staff develops and provides programs aimed at supplementing regular classroom instruction for identified students who could benefit from extra support in meeting grade level expectations. Title 1 has 3 primary objectives: to improve student achievement for all participating children, to improve staff development, and to improve parental / guardian involvement. *see Parent Involvement Policy Title I: The federal Title I grant program provides funding to each state. Each State Educational Agency then determines which school districts will receive funding based on the percentage of children from low income families. These funds are then used by the Title I eligible schools to provide supplementary instruction to support students in meeting state and district academic standards. Students do not have to be from low-income families to receive Title I services. Title I is a Tier 2 level of instruction. Title I is not Special Education Title I does not address student needs based on disability or special needs, but rather on the basis of student performance, achievement, and progress. Special Education is a Tier 3 level of instruction.
